There is no fifth gear rev limit. I don't know if you are aware of this, but the orange line on your Tach is the red line for 5th gear. That would be 4900 rpms, not 3800. I can also tell you from experience that I have been well over 3800 in 5th gear. There is only one rev limit, and that's the 6250 rpm one.

That's the neutral safety switch you're talking about. The speed sensor coming from the speedometer cable is also important for the computer to know that you are still moving. This is what keeps your RPMs up until you come to a complete stop. If your RPMs aren't kept up, your car could stall if you had to brake hard without depressing the clutch.
