Question Heater/AC Blower not working correctly...

As I've said before, I'm not only new to owning a mustang but also new to fixing cars, so I'm hoping the explanation is ok....

I noticed today, now that is actually a little warm here for a couple of days, that my heater/ac blower doesn't seem to do anything in the second and third position. Fourth position (the hightest) blows like heck, heat is hot and AC is cold, but the second and third do the same as the first position does...not much.

Any thoughts on what this might be?
