Definitely try changing the fluid first... and use semi-synthetic.

If it's worse in the cold (as usual), it's an indication that the seals in the pump are wearing out.

I've put two pumps on my 89 (in 4 years), so I'm pretty sure my rack is toast... and there's no point in wasting money on another pump.

I've heard that some of the reconditioned racks have eliminated the aluminum problem, but I don't know which ones.
