Default 91 ltd 351 ex under cover cop car? how much hp?

A friend of mine is going to be buying one for the engine to put in his 87 t-bird. We were just wondering what base hp we are going to be working with? The engine had a two barrel caberator. He would like to know if the heads have a good flow rate or if he should just find new ones. He wants to put a good intake,cam and head work if it needs it? Any help would be great!

The Variable Venturi carb sucks (no pun intended). It makes 150hp, stock.

Actually, the 2700 VV carb is one of the best designs ever, but it's extremely sensitive to dirt, and tends to act up more than it should. Still, the car in question is a total turd. A gentleman who used to frequent these pages built one, and said in reflection that the biggest mistake was starting with that engine. I don't remember his exact words, but basically he criticized everything about it, except maybe the oil filter.
