The steering column is a collapsible design with an inner shaft down from the rag joint, sliding into an outer shaft from about the firewall up to the steering wheel. Some years had an anti-rattle clip at the inner/outer junction. Maybe your clip has fallen out and is allowing excessive play between the shafts.
