Question My friend is Running WAY lean

We went to the dyno yesterday, my buddies got a 340HP Ford Crate motor in his 93LX hatch.

he pulled 271hp and 294 tourqe at the wheels, But his power curves were not smooth, and his Air/Fuel readings were starting out at 19:1 and finishing at 15:1. I was told that was running way too lean and 12:1 was where it should be.

he's running 24' LB injectors, 65mm TB, C&L powerpipe with 76mm Mass Air. The problem is we have his FPR cranked to 55psi with the vacuum off!!! and that is way too much, but its still running lean I know the FPR doesnt make that much difference, so what could be wrong? The computer, or the mass air's not calibrated? what should we do...

Oh I pulled 251 and 290 at wheels with no cam, and Iron heads in my ride

When I installed a cold air intake it made my check engine light come on (Lean mixture left and right banks) so I installed an adj. fuel pressure regulator and bumped it up to 42-45 psi at idle. Still the light came on, come to find out the MAF sensor wire had a lot of gunk on it so after cleaning the light stopped coming on and I ended up setting the fuel pressure at 33psi.
