Angry new develepments in I got screwd on my new short block!!!!

Well correct me if I am wrong. Since my earlier findings with my new short block I did some more close looking at my block and found rust in my lifter bores, a properly rebuilt motor should have the bores honed I would think, but like I said "I could be wrong". And I definitely will be returning the motor. Next dilemma, I gave him my good standard bore H.O. block, rods , & crank which I am sure He has already rebuilt and sold as a real 306. I don't want another rebuilt motor from him but I do feel I am intiteld to a Good std bore block rods and crank, how do I know he just isn't giving me a bunch of mix and match garbage.
