Default oil pump installation question

When does the oil pump shaft get installed? According to the book, I'm supposed to install the shaft to the pump before I bolt the pump down but that's impossible because the shaft won't stay in the pump. Can I install the pump after I bolt the pump down...like down through the dist. bore?
I don't understand how that works.
I also don't understand how that washer on the oil pump shaft is supposed to be installed....which way...towards the oil pump or towards the distributor?
The book I'm using isn't very specific.
