It's kind of funny, all my emissions stuff seems to have fallen off my car... (actually most of it was gone when I bought the car) After a couple of engine swaps I figured that either you use all of your emissions gear, or none at all so I took what was remaining off (after all it needs all the components to be working together). I still get 25mpg on the highway and 15-17mpg in the city, and believe me, I don't think my performance is suffering. Of course there is no smog testing in my area.
IMHO The car manufacturers were forced by federal law to put all the emissions crap on knowing that it hindered both performance and fuel economy, I don't believe that these systems are very effective without a computer to monitor them. The newer cars emissions gear is effective and if there is a problem the computer will find it and attempt to adapt or will store a trouble code.
