Default passing the e test???

ok i was woundering that if i change my 88 gt over to carb will it pass E TEST with 4 cats and carb set right??

AND

will different push rods give me more power?

Ummmm, No.

I dont think you would pick up anything with pushrods. Rockers, yes.

If you managed to get a carb tuned right with catalytic converters it should pass emissions as long as they don't know it's carbureted. Also alot of local regulations differ, here in washington state they check your car for any codes in the pcm, which with that would make you fail, some places have visual inspections and load tests which if not tuned perfect it may fail.
