Default Piston Speed

I've heard that optimal piston speed is around 50-60 ft/sec. My question is this:

Is piston speed measured at the point where the piston is travelling at its highest speed (mid-stroke, when rod base is at extreme right/left) or is it averaged over the entire stroke?

Just curious. Thanks!
