What do i need to do to up the voltage on my tps? Do i have to get another one? if so how much are they? What do i do then? thanks in advance for the help.

First check the voltage of it wth a voltmeter. red meter lead to green tps wire, black meter lead to black tps wire. it should be around .98 volts. If not then loosten the screws and move the tps until you get .98. Also if you want you can take it off at autozone and have them test it. They CAN do this some jerks dont like to but it is easy, and I work at one. the new ones are like 20-25 bones.

Is there any other way to check/adjust it on the car without having to stick pins through the wire insulation?

Why? The only problem that I could possibly see arrising is some sort of corrosion. If you are worried about that, just cover the holes you make with electrical tape, or some sort of glue (cyanoacrylate 'super glue').
