Which year had the the most stock power coming out of a 351W?

I would have to say '69 or '70. Those had the bigger 1.86 valves (over 1.78's), and the '69 had a higher compression head by a few CC's...
I mix-matched a '69 block with '70 heads on my Zephyr:
