Run KOER again, and if code 33 comes up again, double check the vacuum lines for the EGR. If they're good, use a hand vacuum pump, and slowly apply 10" of vacuum at idle to the EGR. What happens?

As far as the injectors go, you can try swapping #7 with a different cylinder, and then repeat the power balance test, and see if the bad cylinder follows the injector, or if it stays at #7. If it moves, the injector should be replaced. If it stays at #7, you need to perform a leakdown test on that cylinder.
