If you want to do it the cheap way then buy some sheet metal and pop rivits and patch the holes that way. Then go around the edges of the patch with some sealer.
If the holes are pretty large then I would have a shop weld patches in, especially if the metal is getting thin under the seats.
Since you said this is a budget then new floor boards are out of the question...huh?
