Tha balancer does have a "rubber seal" of sorts, and if it's deteriorating at all, the whole balancer should be replaced. The balancer is actually two pieces that are held together by said "rubber seal". When this starts to fail, the balancer becomes an off balance weight that loads up on the crankshaft main bearings. Engine failure is quick to follow, unless high rpms cause the balancer to fall apart first. Ever seen the damage a balancer falling apart at 6000 rpms can do? It's not pretty.

replace it.
