Did you follow the wire that was disconnected from the alternator that was burned off? That may be shorted somewhere in the harness. I'm not sure if you have fuse links in your car, but a shop manual should show their locations.
You should also charge your battery with a charger. Could be that the battery being so low is just putting an extra load on the system and the alt/reg can't handle it.
Years ago when I lived in that area, there was a place called Gaithersburg Speedometer (I think). They did speedometer and electrical work. They were GOOD at what they did. Maybe want to see if they're still around.
