Hey Tony don't get down about the Rice Rockets. Look what money they spend just to get to 10 second times. With that kind of money I would be running a Ford Engine to 7 second quarter miles.
If you will be emission controlled, go with the 351 W block. You will need a long rod kit and a vortec blower. The long rod kit will help keep you from detonating. It will also give you unbelievable torque. Make sure the kit you choose understands your desire to add the supercharger.
Go vortec because it is basically a crank driven turbocharger. The centrifugal design means it pushes more boost as the RPM get higher, so at normal street use, you are getting better mileage.
Run the T5 till it breaks, then go to a Tremec or a Richmond 6 speed.
Run 4.10 gears, 4.30's if you want an extra tenth off the ETs.
Run a low pressure unit on the steet. When you race, you can go with a high boost pulley but run the 100 octane race fuel with the high boost. You should be able to hit low 11's without too much concern, and you will be emission legal. The TFS R heads are race only pieces. They will NEVER pass an emission test.
