Default diagnose this plug pic

After a complete upper engine rebuild and cylinder head overhaul, I still have a problem in number 5.
Guides, valves, springs, seats, gaskets all new, checked good.

Could this be fuel?
The plug still fouls after a couple of hours.
All other plugs look good.

I am pissed off beyond belief.

What do you think of this plug?
