If your base timing is at 8 degrees, then it is retarded two degrees. 10 should be your base of reference. set it there and go for some hard runs up and down a kid-free street. You know the routine. 2 degree increments until you and the engine are both happy. BTW, it's a 1/2" hold down bolt. A 13mm will fit, but will be just loose enough to slip and strip the bolt head.
