Default starting woes

Start the motor in sig up. runs and drives fine. water temp is 180-190. New 92 mustang starter(high torque). But after running and shutting off, it wont crank over but just a little bit. Battery/Alternator is good.
It will cool down and start up later. Long tube headers. Didnt have this before with these headers, but I did put exhaust wrap over the headers to try to lower under hood temp. Now it wont crank after running.
