Yep, bucket of the retaining clip goes UP towards the distributor shaft. The dist shaft will actually sit in the bucket.

As far as the shaft/pump installation, put your distributor in (doesn't matter on stabbing it correctly at this point), lock it down and roll the motor upside down on the stand. Now you can assemble the pump to the block with the shaft installed (clip already positioned). Snug the pump down and check the free play (up & down) of the shaft. You want about 0.060" (1/16th) of shaft end play to keep the shaft from binding up. If too much end play, pull the pump & shaft and move the clip towards the end of the shaft. If too little, pull the pump & shaft and move the clip towards the center of the shaft a little.
