I honestly don't see what good it'd do on a naturally aspirated car. I mean...how would the air get forced into the intake? The intake air velocity would be next to nothing by the time it got through the intercooler. That's the idea behind fenderwell kits and ram air. It provides a straight shot at the intake (while also drawing cooler air) to increase the amount of air you can cram in your engine. Even with a ram air kit to force the air in it'd be pretty useless. Not a bad idea though...possibly with some refinement it could be done.
