motor idle

Okay i have had this prob for a long time. I start my car on a cold start in the morning and i wait for it too warm up. Then i run it for like 10 ont he highway. I turn it off and 5 min later i start it again and i take it driving again, but only it isn't warmed up , it has a pop, clutter feel with the motor.But after like a minute or 2 the motor wakes up and runs great. I was told that the there is something wrong with the fuel ? he said the fuel pressure should be a 42psi w/vacuum off. Did that but still doesn't work.
