Default are my 30#ers too big for my set up?

i was talking to a kid who knows about mustangs after building and owning 2. he drove my car and said that it felt strong, however when i told him it had 30# injectors, he said i should switch them to 24#'s. what do you think? he thinks i can add 20-30 horses from doing so but i would have to change my MAF calibration. does this sound right? if i do that, how much can i expect to spend in labor and parts if a shop did it? thanks

PS i was also told that a burnt chip could help about 20-30 HP or so. is this true? i thought you could do the same with timing and fuel pressure. thanks
