Default Harmonic Balancer Installation

Hey everyone. I'm putting together my motor and i'm having trouble putting my harmonic balancer back on. I placed the balancer on, and lined it up with the little key on the crank. I put the washer on the bolt and threaded it in the crank with a torque wrench, I'm trying to get it down to 90 foot lbs. but I can't keep it from turning now? what to do? let me know please. THANKS!
