Depends. If the rest of your cooling system is in good shape, a fan with a good clutch will work fine. If you're running hot all the time, and can't pin-point it, a flex fan will help until you isolate the problem. Electric fans are great, when set up properly, but have the shortest lifespan of the three, and will require an alternator upgrade, especially if you install pullies.

Keep in mind that a clutch fan really only adds drag when you need it (when the air coming through the radiator is hot enough to solidify the oil inside the clutch), and that this is usually only at idle. Once the vehicle starts moving, the cooler air will release the clutch.

As I mentioned, electric fan set ups are great too, but just make sure it's installed correctly. This includes using a relay with an override switch, for manual control, and wiring the system to the battery, rather than the ignition circuit.
