The gauge should increase smoothly as you do this. Check the voltage at WOT. It must be higher than 4.5 vdc. If it is, verify once again that the screws are tight. Remove the DMM and leads & safety pin. Disconnect the neg. cable from the battery, and then turn on the headlight switch for 5 minutes, shut the switch off, and reconnect the neg battery cable.
The EGRC & EGRV solenoids are mounted on the back side of the passenger side strut tower, and will have two identical looking two wire electrical connectors plugged into the top of them. Check the connections, and make sure they are clean and tight. If you see any corrosion or damaged wires, fix them.

ok thanks for the help.... i guess my EGR isn't working becuz both EGRC & EGRV solenoids are missing. i found two identical plugs behind the passenger strut. but nothing to hook them to. ill pick those up at a junkyard for a few bucks along with a TPS useless a new one is cheap.
