Question Two Questions

1.) I've got pullies on, and I'm wondering- When I sit at a light with my headlights on, and my turn signal on, I'm one line above the red on my alt guage. If no turn signals, I'm one line below the middle of the gauge. Normal? It seems too low to me... (?)

2.) Car will not idle well. It tends to shut off now, and surges. We set the timing I believe at 14 deg, do you think it's the TPS?

If you're running the stock alt with pullies - that's normal; when you're sitting at idle - the stock alt isn't turning fast enough to charge the battery.

We've got an 88GT with pullies- put a PA Performance 3G 130A alt on - no problems since.

I doubt the TPS is your problem. The TPS won't effect the idle when the throttle isn't being touched. It's when you move the throttle that a bad TPS will create problems. I'd try pulling codes, and see what comes up.
