How to tell if fan clutch is bad?

How can you tell if the fan clutch is bad on a car? I don't have an electric fan but a fan off of the waterpump. I can turn it with my fingers. Any tips? Thanks.

it will move when you turn with your fingers but if yopu give it a spin as soon as you let go it should stop.
