It says do not exceed 1.0 volts but really it should read 0.96V. Once you hit 0.96V the ECU thinks the engine is now under load, so you really want the TPS showing 0.9-0.95 at idle.
I personally would not fudge with the TPS...try and get the idle set with the throttle blade set screw. Use the TPS adjustment as a last resort.
