It sounds like your linkage needs adjusted. The bottom half of the shifter lever(where the cable attaches) should be all the way forward when it's in PARK(towards the front of the car)....and the exact opposite for LOW 1.(towards the back of the car)
It's easier if you have someone in the car working the shifter so you can make sure the shifter position and lever position are in sync. It took me awhile to get it right when I put my engine/tranny back into the car. I must have made 20 trips between under the car and in the car.
