Default New Engine burning too much gas, Help.

I'm getting horrible gas mileage after installing my explorer engine. The engine runs great and puts out great power compared to my stock 5.0 engine. But it seems that I'm getting between 9-10mpg in the city. I drive this thing everyday. It's my only set of wheels. Can someone tell me where I should set my fuel pressure? I'm beginning to think that I may be running the engine too rich, but If I let the engine sit and idle, I see water dropping out of my tailpipes every so often. What does that mean?

whats fuel pressure at now? i believe its supposed to be around 32 at idle

Your fuel pressure should be at 38psi with the vacuum hose off and should drop to the low 30's with it re-attached.

I think my adjustable fuel pressure regulator took a dump on me. Whenever I try to adjust the pressure, my guage will rise to 33lbs and stop at that setting, even if I keep turn the screw on the regulator, then when I turn the screw in the opposite direction the pressure goes down. When I try to turn the pressure back up, it won't go higher than 33lbs. And to make matters worse, this is with the vacuum off, so now I really don't know where my fuel pressure is set at, because I'm trying to decide if the gauge is bad or the adj. regulator is bad.

I do notice that after I tried to make the adjustments, my engine backfires when cold.

I would throw the stock one back on there and see if it helps.
