Question Is 300+ smog-happy flywheel hp attainable w/o heads, blower or Nos

I would like to add 75+ horsepower to my Mustang without the expensive heads or blower route and I don't like NOS. Is it attainable?

For Example, can the following combo add an emmisions legal 75+ hp to a 225hp stock 5.0L?

1. ASP Underdrive Pulleys
2. Moroso Air Relocation Kit w/ K&N
3. Pro-M 75mm Mass Air Meter
4. FR 65mm Throttle Body
5. Trick Flow Street Heat Intake
6. Cobra 1.7 Roller Rockers
7. FR E303 Cam
8. FR Shorty Headers
9. Catco 2.25" H-pipe w/ 2 cats
10. Magnaflow 2.5" Cat-back system
11. BBK Adj Fuel Pressure Regulator
12. BBK 190 lph fuel pump
13. FR 24lb injectors

About how much flywheel hp will this setup add?

------------------
90 GT - MagnaFlow mufflers, pulleys, Moroso air relocation, h-pipe w/ cats
- New stock long block, 75mm MAF w/ 24lbs, 65mmTB, 2.73's(yuck), BBK 190lph FP, BBK Adj FPR
- KYB shocks and struts, BBK upper & lower control arms
- Best Run: 14.86@97.5 with crappy radials

I don't know if that would make an honest 300hp, but it'd sure be close. Does porting and polishing the heads count? Or maybe cheap heads like GT-40Ps? Sure, 300hp can be attained without heads and some good tuning, but it's SO much easier with some decent heads.

Heads cost easily 5-10 times more than a cam-kit, would that be the reason for being "insane"?
