Default Fuel pressure question?

I am trying to re-set my fuel pressure and was wondering, if I turn the key on and do not start the engine the fuel pump kicks in and the pressure goes to 42, then when the pump kicks off it drops to 34 I turn the key off and it slowly starts to leak down to about 20 or so is this normal? I don't see or can find any leaks.

I have flow, and leak tested my injectors and they are all fine anyone know what, or if the pressure should stay at what it is when you turn the switch on?

thats what mine does.. I dont know if its supposed to or not? I know sometimes if my car stalls.. I have to almost hold it to the floor as if its flooded.. then it fires.. and its EFI??
