Question Idle Issues?!

Problem: My car has a slight miss or rough idle, but when I rev it up steady, it runs smooth. Also when im in the car, I rev it up and it will come back down to 1100 RPm's and sit for 2 seconds, then it drops back to 700 rpms, like normal.

I bought the car doing this, and Ive modified it and its exactly the same still, lol! Ive checked the vaccum lines, and they all seem soild. I have a new cap, rotar, plugs, wires, heads, intake.
Iv'e cleaned the IAC also and that didnt help. Timming doesnt matter either.
Im seeing if you guys would have some ideas on what to check. I dont want to take it in and spend like $70 to diagnose it. Im a cheap sob.

Did you check the throttle body? I noticed mine always gets dirty and hurts idle. Gumout TB cleaner works wonders.
