Post IABP unhooked,still idles up and down????

This is from the roller swap in the f250

We baught the idle plate from ford hoping this might help, didnt seem to..
However we noticed even with the idle valve unplugged the motor still hunted..
now i'm really lost? any ideas?
also seems under driving conditions, the throttle response is better with the valve un pl;ugged, and when plugged back in, the throttle seems to be lazy and comes back down off a rev slowly...
make any sense???
any help would be greatly appreciated.
