Arrow Engine Over REVs on its own!!!

My problem is this: Sometimes when I shift between 5300-6000RPM the moment I push the clutch in, the engine flares beyond 6500 (off the gauge) and hangs there, if I shift before 5000-5200 it will never do this. the only thing that stops the engine flare is turning off the engine, when I turn it back on again its fine.

What is strange it did this with a completely stock engine as well, before I put my combo listed below in there.

What would cause the throttle to conditionally stick only between those RPMs?

The only thing I can think of right now is a weak throttle return spring. The airflow at the higher RPM could be holding the throttle body open.

Also slight symptoms of an extreme vacuum leak.

the pedal was getting caught in the carpet, i cutout the carpet around the pedal and it hasnt done it since
