Default Time for new balancer?

My steering wheel shakes between 800-1000 RPM's when sitting still in neutral (stick). It also vibrates in the higher RPM's (4000+). The shaking at low RPM's feels like slowing down with warped discs. The car has 160K miles.

Default Harmonic Balancer

Check out the rubber on it. I've heard of it wearing out and causing serious vibration.
