Cool Off set racks

Can somebody tell me whats the deal with the off set racks and why should i put it on my 1990 gt with eibach pro springs and tokico shocks

Here is my .02. The bushings move the rack up so that the tie rods are not at such a steep angle. It decreases something called bump steer which is the car's tendency to steer when you hit a bump.
