Default freaze out plugs

can the be taking out and put back in while the motor is in the car i have a blockage somewhere in my motor and this is the last place i have to check i dont really want to pull the motor so if anyone has done this please let me know.

I know a few mech in Cali that say they have done it but highly recommend pullin the motor out. Good luck
