I have a 94 GT off road H-pipe lying around i was wondering if it was compatible with my 93 cobra?

Should work. I install exhaust systems for some friends around here and I have swapped a few off-road x and h pipes on and off of a 94 GT and onto older (93 and earlier) stangs. I've only had to bore out one of the flange bolt holes to make it fit. You should be ok.
