Default Small Block Harmonic Balancers ???

Are these 2 balancers interchangeable ???

Are they both 28oz imbalanced ??

Harmonic balancer 302 70 4 bolt C9TE A2
Harmonic balancer 302 70 4 bolt D0OE C1

Why the difference in thickness ??
