Post stroker v supercharger

Which application is better for heavy street use and emissions tests? What type of HP#'s could I expect from a 351W with aluminum Edlebrock heads and Fuel Injected with roller rockers, Cartech Fuel system and a small Vortech super vs. a 393 stroker with the same setup? My engine builder is suggesting a 393 stroker for 400+ HP and emissions pass at 10.1 compression. Plus, as he says, it's a lot less $$ for a stroker.
