Default throttle trouble!?!?

I just did a 3.8 to 5.0 swap on my 95 mustang. Everything seems to be working great except for the throttle. When it is not moving it idles fine. But when I drive it, the throttle moves up and down on it's own. It usually tends to rev up at 5-7 rpm's on it's own. Also, when I hit the throttle hard it stays at 5-7 rpm's for at least 5-10 sec before it goes back down to idle (while I am parked). I replaced the throttle positioning sensor, mass airflow sensor, and intake ain sensor and nothing happened. My freinds dad has a diagnostic machine and he plugged it up to my car but nothing happened. So there isn't any power coming from the plug. I'm totally stumped here. If anyone has any advice or insight, it would be greatly appreciated. Thanks.
