Default low fuel light seems confused!!

The fuel gauge in my '88 has never worked since day one and was always pegged past the full mark. That's ok but now lately the gas gauge goes from past full to empty and back to full again regardless of how much gas is in the tank and the low gas light keeps coming on occasionally even if the tank is full and the gauge reads full.
What's wrong? Could this be one of the reasons why the fuel gauge doesn't work correctly?
I've heard there is a resistor somewhere. Where would that be?
