Pull the timing cover.

Does your vacuum gauge move when you apply the brakes? If it drops, you have a bad booster. If it doesn't move, your low speed brakes suck because your vacuum is so low. Pick up a vacuum can at any hot rod parts store, and install it. Your brakes will be like new.
