Default Valve seals too tight?

I have a new set of seals from a reputable machine shop. The seals are very hard to install over the stem (yeah, I used the teflon liner and a little oil).

I don't see how these things won't be too tight. I think they would be pulled by the motion of the stem and be useless.

Thanks...
