Post What gauges, meters, etc can help me start my engine?

Obviously I need to get a fuel pressure gauge. I already have a voltage meter, fuel pressure, and temp. gauges. But what about vacuum? Will a vac. gauge help me find the problem? How about a code scanner? Since the car has been sitting...will the EEC-IV send error codes without the engine turning over??
