Question What is that pipe for????

The small one that comes off the exhaust by the second set of cats and goes back up to a T connection.

It's for the A.I.R., or Air Injection Reaction system. Those pipes are just so the air pump can push fresh air into the catalytic converters, thereby completing catalyzation. Put more simply: lets the exhaust "burn completely".

If yours doesn't have any holes in it, leave it alone. Modifying this system will do nothing for giving you more power, plus unless it's done to entirety will lead to more problems.

Capri is correct, that's from the air pump and it helps oxidize the unburnt Hydrocarbons and incompletely burnt carbon monoxide as it passes through the catalytic converters. If you get rid of the air tubes the catalytic converters will overheat and melt, blocking up the exhaust.
